Charter Oak staff have performed many Phase I, Phase II and Phase III environmental site investigations. Senior review of site investigation and remediation work is provided by Mark A. Franson, P.E., who is a Connecticut Licensed Environmental Professional (LEP) with more than 20 years of experience investigating and working on contaminated sites. For qualifying sites, Mr. Franson may serve as the LEP of record and guide the property owner through the process of obtaining and determining compliance with Connecticut’s Remediation Standard Regulations (RSRs). In this context, Mr. Franson has assisted clients in transferring contaminated sites to new property owners by identifying and quantifying the environmental liabilities. Charter Oak designs and implements ground water monitoring programs with the objective of documenting post-remediation compliance with Connecticut’s RSRs. Charter Oak staff have completed site investigation and remediation projects that range from clean-up of simple chemical releases to 100+ year old Brownfields sites. Charter Oak has recently completed the installation of a large ground water remediation system in Utah that includes more than 10 miles of pipelines (ranging from 6” to 30” in diameter) and three 1,000 gallon per minute granular activated carbon treatment systems.
