Charter Oak’s engineers work closely with industrial clients and laboratories with specialized capabilities to develop treatment systems for wastewater discharges.  The typical wastewater treatment design project involves some or all of the following steps:

• Describe the processes generating the wastewater including any variations from normal operations;

• Determine normal and maximum wastewater flow rates and periods of discharge;

• Establish the chemistries used and relative strengths;

• Evaluate potential water reuse or chemistry reclamation;

• Evaluate the regulatory framework that will apply to the treated discharge;

• Develop a conceptual model of treatment alternatives;

• With the client, select the most favorable treatment alternatives;

• Conduct laboratory treatability tests, including possible scaled-down pilot tests of selected alternatives;

• Confirm the selected alternative and document in a report;

• Prepare submittals for approval by the applicable regulatory agencies, and obtain approval to construct;

• Prepare detailed treatment system design documents (plans and specifications);

•  Assist client in vendor bidding and selection;

• Provide construction inspection services;

• Assist client in start-up operations;

• Prepare operations and maintenance manuals; and,

• Prepare routine monitoring programs.

Charter Oak makes presentations for clients before the regulatory agencies regarding plans for implementing wastewater treatment and in the context of applying for discharge permits.  Where applicable, we assist our clients with negotiation of permit limits and monitoring requirements.

We also assist our clients with permit compliance tasks such as:

• Designing treatment system modifications and obtaining regulatory approvals;

• Obtaining approvals to increase or modify process wastewater discharges;

• Effluent quality troubleshooting and improvement; and,

• Preparation of monitoring reports and other documents for submittal to regulatory agencies.
